Mr. Vishal Kapoor is an accomplished and dynamic professional with over 24 years of experience across cross-functional and multijurisdictional roles. He has a proven track record of managing large diverse teams, developing & implementing strategy, innovating and formulating high-impact policy frame-works. As the Chief Executive Officer (CEO) of EESL and CESL Mr. Kapoor is overseeing existing programmes and initiatives with a futuristic outlook to enhance India’s energy transition and conservation efforts. Over the course of his distinguished career, Mr. Kapoor has been pivotal in revamping India’s energy sector.

• As Joint Secretary, Ministry of Power (MoP), he led the formulation of myriad schemes, private participation initiatives, ease of doing business reforms, coordination of Distribution Utility reforms and special growth interventions, reform programmes for improving utility operational efficiencies
• During his tenure at the MoP, he supervised and operationalized flagship schemes such as Integrated Power Development Scheme (IPDS), National Electricity Fund (NEF), Deen Dayal Upadhyaya Gram Jyoti Yojana DDUGJY and smart grids for smart cities
• As Director at the Research Designs & Standards Organization (RDSO) under Ministry of Railways (GoI), he conceptualized and executed the development of high-capacity low cost Auto-rack
Freight trains for carrying cars, introduced innovative freight car solutions for incubation on Indian Railways, devised technical policies and regulations concerning the safe transportation of freight trains, including multi-modal & over dimensional consignment (ODC) trains, led design validation and introduction of heavi-est ever ODC freight car on Indian Railways, among others.

At EESL, he is enabling a rapid adoption of the transformative energy solutions, driving social benefits, impacting all strata of society, be it individuals, institu-tions, utilities and governments. He is helping EESL in playing a critical role in transforming India's growth story, expand its footprint and exploring new avenues and markets to sustain a global transformation towards responsible energy consumption and generation. Under his leadership, EESL has been a catalyst for the adoption of energy efficiency solutions in the country, and with its vast expertise in the sector, is acting as a link between partners and adop-tion of bespoke energy solutions.

EESL’s UJALA programme utilises a carefully crafted approach of bulk procure-ment, which has helped EESL establish a market for highly energy efficient LED bulbs in India. This strategy has yielded handsome returns as the retail price of the LED bulbs in India fell from INR 310 to INR 38, increasing their affordability and accessibility. Till date, over 36.86 crore LED bulbs, 72.18 lakh LED Tube lights and 23.59 lakh Energy efficient fans distributed by EESL across India. EESL’s SLNP has been at heart of the transformation of India’s public lighting system.

It has improved the quality of life of citizens in India, generating prosperity in local communities, through increased employment opportuni-ties. It has also enabled increased mobility, safety and trade with increased illumination in the streets. Under this programme, EESL has installed about 1.28 crore LED streetlights across India. CESL is a subsidiary of Energy Efficiency Services Limited. Mr. Kapoor is guiding CESL in delivering clean, affordable and reliable energy solutions in India. With his vision and extensive domain knowledge, he is helping CESL devise and execute energy solutions that lie at the confluence of renewable energy, electric mobility and climate change.

Under his leadership, CESL’s electric mobility programme is giving a push to Indian EV manufacturers, charging infrastructure companies, fleet operators and service providers. It is ushering in efficiencies of scale and driving down costs, leading to the creation of local manufacturing facilities, and growth of technical competencies for the long-term growth of the country’s EV industry. Under the programme, till date, 1850+ e4W have been deployed onroad
through leasing and outright sale mode. CESL is the largest e-car deployment for Government entities, with 2000 EVs on road, 500 under deployment, 3500 tendered and 50,000 under design.
