Mr. Manu Sehgal is the Vice President of Strategy and Feed Stock Supply Group at HPCL-Mittal Energy Limited. His key responsibilities include Corporate Strategy, Crude and Feed Stock Procurement including Naphtha and Natural Gas, Planning, Shipping and Associated Risk Management Activities. He has wide-ranging expert and apex-level experience of over 33 years in oil industry.

Initially in HMEL, he worked as Executive Assistant to MD&CEO aiding in setting up of the refinery and associated facilities, procurement, corporate policies and organisational matters. In 2010 he set up the Strategy and Feed Stock Supply Group in HMEL to coincide with refinery operations. During, last 14 years, he has been instrumental in enabling key projects at HMEL including the low-cost refinery expansion, the $ 3 billion 1.2 MMT multi feed petrochemical complex at Bathinda and the bio ethanol project.
Prior to joining HMEL, he was Additional Director at Petroleum Planning & Analysis Cell of the Ministry of Petroleum & Natural Gas deputed from HPCL. While working with the Government he contributed to issues of deregulation, refineries, crude pricing & allocation, pricing of petroleum products, subsidies & burden sharing, auto fuel policy and refinery tariff protection.

He has played a significant role in the deregulation of the oil Industry and post deregulation mechanisms. He was part of both the Expert Technical Groups that recommended deregulation in Refineries, Pipelines and Marketing. In HPCL he handled the transition of pricing systems from APM to free markets, set up systems covering pricing of all products – fuels, lubes and specialties. During his earlier tenure in Oil Coordination Committee, he contributed in fixing costs and margins of virtually every refinery in the country, key marketing companies, shipping companies, fractionators, dealers & distributors for two consecutive pricing cycles 1990-93 & 1993-96. Prior to joining HPCL he worked with C. C. Choksi & Company.

Mr. Sehgal schooled from St. Xavier’s School, Delhi, is an Honours Commerce Graduate from Punjab University, a Chartered Accountant and Chartered Financial Analyst. He finished a rigorous Senior Management program from the IIM, Ahmadabad in 2007, trained at Stanford for Leading Change and Organisation renewal in 2016 and completed Corporate Level Strategy program at Harvard in 2018.
